SOLLV, claiming that the US Army Corps of Engineers memo of Feb 8, 2013 conditionally authorizing early construction of the Willits Bypass stated that $54. million dollars would be required for mitigation funding, has demanded that the Engineering Corps stop the Bypass because CalTrans only received $31 million from the CTC.

Rosamund Crowder, a Willits resident who has followed the permit process for over a decade, explained “ We call on the Army Corps to keep their word and issue a stop-work order”

Both state and federal law required a plan to replace lost wetlands be done by April 15th,.  So far, no one has agreed to take responsibility. Mendocino Resource Conservation District has not received title, has not agreed to a contract, and has not approved either the plan or the budget.

Meanwhile, the Brooktrails Board of Directors is expected to reconsider its support for the Highway 101 bypass around Willits at its 7 p.m. Tuesday meeting. At issue is whether council member Tony Orth will recuse himself because of an alleged conflict of interest.

The search for the naked, autistic 9-year-old Lake County girl expanded Monday as more than 100 searchers from four counties fanned out from her Clearlake neighborhood.

Mikaela Lynch has the mental capacity of a one-year-old and can't speak. She went missing from her home around 1:30 pm Sunday.

Additional volunteers were searching rugged Cache Creek and Anderson Marsh near the family's Highland Harbor home and more divers were going into the murky water.

Mikaela is four feet tall, 70 pounds, with brown hair and blue eyes.

Because of the circumstances, her age and inability to speak, police put out a special “at-risk missing juvenile” alert .

The sheriff's department is using a sonar-equipped boat to sweep the lake, and dogs have been brought in .

Witnesses saw helicopters flying over nearby Cache Creek, including a California Highway Patrol helicopter searching near the water for the child.

Shortly before 11:30 p.m, last night residents of Lake County received reverse 911 calls about the missing girl .

Anyone with any information should call police at 994-8251.
